内容記述 | Environmental conservation has been a recent movement in the world since some of our activities have already been beyond the capacity of recovery by nature. However, there is no concrete consensus on the conservation approach. For the establishment of an environmental protection system we should be liberated from the old self-bindings, and change our present sense of value and moral standards. We should compassionate toward nature and respect for nature. All the animals live at the expense of other creatures. Humankind also live by the sacrifice of other species. Our living itself seems to be in conflict with the natural conservation. This is our reality. We have to live on the balance of nature. We must follow the providence of nature and attain the golden mean in nature. A simplified approach is utilized to estimate an acceptable level by nature that could be the golden mean. The acceptable level could be equivalent to the range of the fluctuation or regional difference of radiation dose rate in nature. The difference of gamma levels more than a few mSv per year can be observed depending on the places. For all artificial radionuclides the acceptable level to be released to the environment can be chosen based on the derived dose rate. \nWhen any practice accompanied with radiation exposure is planned to be implemented the additional radiation level at the boundary of the facility should be controlled to be in the range of the variation of natural radiation. Intervention should be treated separately from practice. Once it is easy to recover the damage we should then restore it. If it is not easy, we have to confine the damage |
